The Dealer was in charge of the fixed betting wheel in one of the back alleys of Phatt City. He seemed to be aware or perhaps even a member, of The Gambler's Club, but he didn't care that Ralphie won all the money, because he didn't own the business. He would not allow anyone but him to spin his wheel.
